Phil graduated from the University of Sheffield with a BSc in Pharmacology and Physiology in 1994, after which he gained a PhD in physiology from the University of Birmingham (UK) in 1998 and a certificate in Pharmacovigilance and Pharmacoepidemiology at the London School of Hygiene and Tropical Medicine in 2000. From 1998 to 2021 Phil worked at the UK Medicines and Healthcare Products Regulatory Agency, where he led on vaccine pharmacovigilance. Aside from evaluating regulatory submissions from industry, he led several major benefit-risk assessments for authorised vaccines at UK and EU level and co-authored several EU guidelines on vaccines and biologicals pharmacovigilance. Phil also worked very closely with public health authorities across the UK and the national immunisation advisory committees to develop and implement proactive, near real-time safety surveillance strategies for the UK immunisation programme and, most recently, oversaw the vigilance strategy for COVID-19 vaccines.
